He is faithful to His Covenant

Whenever we see a rainbow it is considered a mitzvah to recite the Hebrew blessing:

Blessing upon seeing a rainbow

בָּרוּךְ אַתָּה יהוה אֱלהֵנוּ מֶלֶךְ הָעוֹלָם
זוֹכֵר הַבְּרִית וְנֶאֱמָן בִּבְרִיתוֹ וְקָיָּם בְּמַאֲמָרוֹ

Barukh attah Adonai Eloheinu melekh ha-olam,
zokher ha'berit vene'eman bivrito v'kaiyam bema'amaro.

Sign of the Covenant

The rainbow was given to be ot ha'brit (אוֹת־הַבְּרִית), a sign of the covenant, between the LORD and the earth that it would never again be destroyed by means of a mabul (מַבּוּל), or a deluge (see Gen. 9:12-17).
